Conference Chair: Michael Bowyer, Innovation and Knowledge Sharing Director, Innopsis

Michael Bowyer is an industry veteran of twenty-five years working in ICT for the Public Sector.

Today Michael is the Managing Director of Loddiswell Consulting which provides consultancy to vendors on strategic programs and guidance on large infrastructure programs for Public Sector. Prior to that Michael was the Chief Technology Officer and a Director for Siemens Enterprise Communications (Unify) responsible for Unify’s Public Sector Western Cluster strategy and business development.

Currently Michael is the industry lead for Innopsis for the Health and Social Care Network (HSCN). Prior to this Michael previously worked on the industry program that developed the PSN and was on the PSN programme board in the Cabinet Office for 5 years.

Patrick Clark, Head of Implementation Programme HSCN, NHS Digital

Patrick is the Transformation Head for HSCN. He is an experienced stakeholder engagement and transformation lead who has delivered a broad range of major change programmes across Central and Local Government over the last 15 years. 

Having left the Cabinet Office in Autumn 2014, Patrick joined the HSCIC Health and Social Care Network Programme to support a number of workstreams, including stakeholder and market engagement, communications, blueprint design and business case development.

Patrick lives in York with his family having previously lived in North London for many years.

Graham Hall, HSCN Migration Lead, NHS Digital

Graham is the Migration Lead on HSCN working alongside Patrick Clark. He is also a Director at DMW Group Ltd, an expert IT consultancy specialising in infrastructure transformation. He has over 20 years’ experience managing global infrastructure programmes in both the private and public sector with specialist knowledge on network transitions. Graham has held senior IT Transition and Network Manager roles in Nokia, Microsoft and HCL Technologies Ltd.

Graham lives in Hertfordshire with his family and enjoys football and cycling.  

Jonathan Hinchliffe, HSCN Migration Programme Manager, NHS Digital  
John Matthews, HSCN Commercial Lead, NHS Digital

John works in the NHS Digital Commercial Function, leading on HSCN Access Procurements.

John has worked on a number of national NHS IT programmes since joining the NHS in 2004.  This has involved commercial management of significant national contracts and an ability to work with key strategic suppliers in a fast-paced and complex environment to deliver systems and services to NHS Trusts.

Dan Parry, Programme Manager, NHS Digital

Dan works in the NHS Digital’s Programme Manager function, leading on HSCN Migration Programme Management across the North of England and Arm’s Length Bodies.

Dan has a background in Digital Transformation & ICT Leadership across the public sector and joined NHS Digital in 2017. His role in NHS Digital, initially focused on Summary Care Record and API Management and more recently HSCN. Dan works with Health and other organisations across the North of England, supporting them from procuring their HSCN services through to migration and cessation of costly legacy infrastructure.

Mike Badham, Health & Care Solutions Architect, Cisco

With 20 years of Defence and NHS experience behind him, Mike joined Cisco in 2000 and in that time has always worked in the health and care sector with technical, managerial and consultative roles. He is currently responsible for developing Cisco’s strategy and messaging for the UK Healthcare & Local Government markets as well as consulting with customers on an as needed basis.

Mike is the lead author of Cisco’s architectural blueprint for health and care organisations, advocating a business and clinical led approach to strategic IT investment. He is a qualified business architect and is accredited in Enterprise Architecture to industry recognised TOGAF 9.1.

Very happily married with one daughter, Mike enjoys most sports, is a Plymouth Argyle season ticket holder and a keen ‘Munro-bagger’ of mountains in the Scottish Highlands.

Lynne Magennis, Head of Bid Management and Frameworks, Daisy Group, Frameworks Director, Innopsis

Currently, Lynne is Head of Frameworks at Daisy Group, one of the most successful IT and Telecoms Service providers in the UK. She has been instrumental in focusing Daisy on Public Sector and is passionate about enabling organisations to do business easily, economically and remaining fully compliant.
Lynne has a strong track record in obtaining strategic Framework places and winning significant public and private sector tenders.

As a former research scientist, Lynne still holds a patent in fire retardant products, bringing her analytical approach to her IT career.

Lynne lives in Buckinghamshire with her family, dog, 3 horses and allotment.

Paul Martin, Public Sector Network Technical Design Authority, GTT

With close to 15 years’ experience in telecommunications, Paul has extensive hands-on knowledge and experience of managing teams of engineers and delivering and integrating Public Sector Networks. Currently managing GTT’s flagship PSN network covering 25 customer specific core locations including 19 unbundled BT exchanges, Paul consults with and onboard Public Sector service recipients as well as maintaining the MPLS core. With an in depth understanding of global enterprise and UK public sector requirements, Paul offers a long term view on the design and build of present and future solutions. The winner of multiple company awards, Paul is recognised for his dedication and tangible results.

Tim Richardson, Enterprise Architect, OCSL

Tim has spent years working with healthcare organisations, ranging from helping with technology implementations to modernise or solve problems to producing transformational technology strategies and programmes, covering end user compute, infrastructure and cloud.  

Keiron Salt, CIO for Health, BT Enterprise - Major and Public Sector

Keiron has over 25 years’ experience in large scale ICT solutions, technical and business consultancy and Enterprise Architecture working across Health, Government and Private Sector.

Keiron is BT’s CIO for Health. His role is to ensure BT's Health customers in the UK are able to innovate and utilise technologies to meet their demands and challenges.

He lives in West Yorkshire, and is married to an NHS Clinical Psychologist. Together they have two young children.

Mark Skelton, Head of Consultancy, OCSL

Mark specialises in bridging the gap between business and technology strategies to ensure clients achieve their business goals through technology. He is an expert in cloud, digital and productivity transformation across a wide range of public sector and commercial organisations.

Paul Tsang, Head of Collaboration Solutions, Redcentric

Paul Tsang is Redcentric’s Head of Collaboration Solutions, consulting with organisations on their strategy for their journey from legacy to IP Telephone and Collaborative solutions.
Paul has over 20 years’ experience working with all major PBX platforms as well as legacy technologies and has been responsible for designing solutions from SME to multinationals.
Jeremy Wastie, Head of New Business Public Sector, MLL Telecom

Jeremy joined MLL Telecom in January 2018 bringing with him 24 years’ experience in selling and delivering voice and data communications solutions to both the private and public sectors.

He now leads the New Business team at MLL who are exclusively focused on the Local Authority and NHS markets.  The key drivers for the team are the HSCN agenda and helping Local Authorities realise their digital aspirations through innovative technology and commercial propositions.

Prior to joining MLL Jeremy has worked with some of the leading communications businesses operating in the UK and for the last 12 years has been exclusively working in the Public Sector where he has run numerous client engagements and led teams in shaping opportunity responses.

Jeremy is a strong advocate for ensuring our customers and prospects are getting best value from the public money available.
